From May 2024 all landlords will need to have a Renting Dwellings Licence for each unit of residential property they rent. This is to ensure all rented dwellings meet Public Health and Safety Minimum standards.
To receive a licence, your rental property must meet minimum standards, the four critical areas of compliance relate to:
- Electrical safety and maintenance (EICR certificate)
- Gas safety certificate
- Smoke/fire Detection
- Carbon monoxide detection
There will be a transition period for the first 3 months of the scheme from May to July, during this period properties won’t need to be inspected to be issued a licence to "fast track" the launch of the scheme. From 1 August 2024 however, it will be illegal for a landlord to rent a unit of accommodation without a licence, and the Department of Environment may need to inspect the property prior to granting a licence.
A licence costs £60.00 per dwelling and is valid for 2 years, licences will be attached to the property itself, not the landlord, meaning that if the property is sold the licence will transfer to the new owner.
Landlords will be able to apply for a licence online from May 2024.
